Research Facilitation Division

Research and Development (R&D) through Science & Technology is focused on the acquisition of new knowledge and growth of existing knowledge towards producing new materials, products or devices, installing new processes, systems and services, or improving the existing ones.  R & D forms the backbone of advancement of society and economy. Universities and Research Institutions have a central role in promoting research and innovation. A strong R&D sector is important not only for competitive growth but also for addressing key strategic issues such as low-cost universal health care, clean water supply, efficient energy use, clean environment, urban management, agricultural and rural development and meeting other challenges of the state. A conducive research sector requires investment in Universities to make them at par with global standards, in terms of human resources, technical and non-technical infrastructure, IPR regime, commercialization and ability to attract and retain talent.

Government has a critical role to play in the research innovation eco-system and must create the conditions that can stimulate individuals and enterprises to conduct innovative research and take the lead in the next generation of knowledge creation. The Government can proactively drive innovation by framing policies for human resources development, investments in R&D, facilitating interaction between universities and industry & other stakeholders as well as keeping the universities and research institutes update by holding regular capacity building and informative conclaves/summits.

Building a Leading 21st Century R&D Ecosystem

Under RF Division, the Council will facilitate taking up long-term projects on cutting edge research in universities, Institutions, industrial R&D Centres, and Government Laboratories having well-maintained modern facilities and infrastructure as per State requirement. RF will also specifically assist:

Industry-University collaborations that broaden the spread of innovative clusters throughout the state.

Funding for feasibility studies for new innovations, start-up activities and well-defined existing collaborative projects.

Building research infrastructure and facilities to encourage the development of a synergistic research and its commercialization.

Enabling the state to build on its existing strengths and conduct research and innovation activities, focusing on the unique potential of the region and the development needs of the state.

Making Investments in Basic Research

As the productivity and quality of life are grounded in the results of Basic Research, RF will seek to enhanced R&D budget to Universities & Institutions in the State and ensure that proportion of the same is being spent on Basic Research i.e. towards increasing fundamental stock of knowledge.

Greater Cooperation between Universities and Research Institutions

Evolving mechanisms for greater academic cooperation between universities and research institutions so as to nurture an sustainable research environment.

Building a Next-Generation Digital Infrastructure for Knowledge Collaboration

Developing a knowledge intensive economy with a comprehensive portfolio of ICT services for knowledge management and greater precision for enhancing the capacity for domestic technology development and knowledge collaboration.

Design and Support programs to market the State’s R&D assets

Consolidating information pertaining to State’s  R&D assets viz. technical expertise, infrastructure, technology developed, IP generated etc. and project the same at appropriate forum to attract investments in R&D.

Enabling IPR Regime

Building mechanism for effective IP systems that can enable universities and institutions to transform their innovation and creativity into market value, improve ranking in the National Institution Ranking Frame work, improve access to national & international funding and collaborations as well as build capacity to incubate knowledge based data.

Human Capital

To create and make available pool of skilled human capital for meeting the research and innovation needs of the state, which is a pre-requisite for an innovation economy.

Policies for promoting a robust research eco-system

Framing appropriate policies on issues of expansion, quality and access in higher education system to encourage and nurture research and innovation. 

Enhancing research through quality PhDs

Research excellence is pivotal to innovation and research culture is pivotal to research excellence. Hence, to generate quality PhDs, there is need to boost the innovative capacity of students/ researches. For this, RF will work towards enhancing the skills such as tenacity, problem solving, ability to self-learn, initiate collaborations etc. among research students.

Tie -up with International Research and Innovation Agencies for:

  • Catalyzing International Collaborations through systematic frameworks, establishing linkages with leading countries
  • Engaging with International Divisions of DST and DBT and other GOI funding agencies
  •  Initiatives for leveraging Diaspora
  • Creating Alumni Networks

Supporting educational institutions through pro-active policies and schemes to increase the interest among students for careers in STEM disciplines.  This will be facilitated through capacity building programs for promotion of critical thinking, creativity and social skills. Further, curriculums and policies will be designed for increasing participation in STEM (Science, Technology, Engineering & Mathematics) and teaching of the Arts (dance, drama, music, media arts & visual arts) as an Innovation Agenda. The talented pool of students will also be encouraged to adopt STEM subjects that form the basis of technological advances.
