About SEAN

Prominence of agrarian economy, abundant bio-resources and modern infrastructure in Agri-food processing makes the state of Punjab ideal destination for transformation as leading food processing state. Realizing this vision, Punjab State Council for Science & Technology has set up Entrepreneurial Network in Secondary Agriculture Sector in the state with the support of Biotechnology Industry Research Assistance Council - Department of Biotechnology, Govt. of India. The initiative has been taken in collaboration with three DBT-GOI supported Institutions’ of Excellence viz. National Agri-food Biotechnology Institute (NABI), Centre of Innovation & Applied Bioprocessing (CIAB) and BioNEST- Panjab University. The project mandates to support existing food processing industry and promote start-ups in Agri-food sector in Punjab. The project was launched by Honorable Chief Secretary Punjab & Secretary Department of Biotechnology, Govt. of India on 29th June 2018.


  • Assessment of unmet needs of agri-food industry & development of technological solutions to address the same.
  • Technology mapping & IP landscaping of research leads from R&D Institutions. 
  • Validation, scale up, demonstration and support for commercialization of R&D leads. 
  • Creating pipeline of incubates and start-ups. 
  • Capacity building for entrepreneurship development


Project Relevance - Punjab

Punjab is known as the “Food Bowl of India”, contributing the largest share of wheat and paddy to the central pool of the country. Agriculture and allied services are the key strengths of Punjab. It is the largest producer of number of fruits and some vegetables in the country. The state also has strong dairy industry and is largest producer of honey. Apart from abundant resources/raw material base, the other driving factors i.e. robust infrastructure and government pro-activeness, makes Punjab ideal state to take lead in secondary agriculture. The present project is strategic initiative launched by BIRAC in collaboration with Govt. of Punjab for Early translation Acceleration from Primary to Secondary Agriculture by supporting industry and promoting start-ups in agri-food sector in Punjab.

The Project was launched jointly by Sh. Karan Avtar Singh, IAS, Chief Secretary, Punjab and Dr. Renu Swarup, Secretary, Department of Biotechnology, Govt. of India on  29th June 2018.

Indusrial Cluster

Food Processing Cluster Identified : Mapping of Technological unmet needs & their Addressal through Networking 

Based on the predominance of Fruits & Vegetable and Cereal & Grain Processing Industries in the state, five major food processing clusters were identified: Amritsar,  Ludhiana, Jalandhar, Patiala and Bathinda. These clusters were networked with Research/Technical Institutions in their respective region/vicinity. Each cluster has been provided with Agri innovation fellow for working closely with industry of that region.
